The Council is aware of a large number of fire related incidents at waste transfer, processing, and disposal facilities being reported in the press, which has led to the Environment Agency (EA) conducting fire testing on waste sites and ultimately, publishing Version 2 of their Fire Prevention Plan guidance in March 2015. Whilst this guidance does not define mixed residual LACW as a specific material which requires a Fire Prevention Plan to be in place, it provides best practice guidance by identifying key requirements which should be addressed when protecting a waste facility from fire risks.
In order to protect this vital strategic asset and to follow the best practices identified in the EA's Fire Prevention Plan guidance, the Council has allocated capital funding for the Waste Management Unit to procure the provision and installation of a Fire Suppression System at the WTS.
Due to the value of the capital funding allocated to this project, the maximum budget available for the provision and installation of the Fire Suppression system is in the region of £315,000; therefore tenderers are advised to tailor their proposal to the Council's requirements and budget constraints. Tenderers shall note that any proposed Fire Suppression System that exceeds the Council's maximum budget will not pass through to the evaluation process.
This Contract is for the provision and installation of a Fire Suppression System, including all materials and equipment required and the provision of all labour, plant, vehicles and anything other else required to install, commission, and test the Fire Suppression System to the point where it is fully operational.
Following provision and installation, this Contract shall also cover an initial term of maintenance, during which the Contractor shall ensure the Fire Suppression System and all associated equipment is maintained to be in full working order and remains in compliance with all relevant legislation and best practice standards.
