Description

South Cambridgeshire District Council are seeking a service provider to develop and deliver sporting and physical activity offers to the new community at Waterbeach. Waterbeach is a new town situated in the Parish of Waterbeach and once complete will consist of up to 11 000 homes.

The site consists of two master developers: Urban&Civic (U&C) and RLW Estates (RLW). U&C have outline planning permission for up to 5500 homes and RLW have consent for 4500 homes - subject to the signing of a section 106 agreement which is still under negotiation. U&C are progressing onsite with various meanwhile uses already present on site including a refurbished sports hall and assault course. There are two housebuilders on site with show homes open for one of them meaning first occupations will likely take place in the summer.

Research into new developments in Cambridgeshire suggest some common patterns. The population forecasts for the new developments all show a similar pattern with a steep increase in the population aged 20-64 in the first 10-20 years of the development with a slow decline then onwards. The 0-19 aged population has a steady increase during this time but not so steep, reflecting that not all residents moving into a new development have or will have children. However, it is apparent that new communities have unusually high birth-rates and significantly different profiles of 0-19 year olds than established communities. The 65+ age group shows a steady increase year on year but starts from a low base, suggesting that the increase is mainly due to a naturally ageing population rather than a large influx of older people moving into new developments. Consideration will need to be made of the likely ethnic profile of this and the surrounding communities to ensure the service is appropriately delivered.
