Description
For the avoidance of doubt this is not a Call for Competition, this is to facilitate further market engagement following an initial soft market testing exercise facilitated in April 2019. Any future Invitation to Tender, if applicable, would be to Providers successfully awarded onto the following Contract:
IA949 LIGHT TOUCH REGIME DYNAMIC PURCHASING SYSTEM FOR THE PROVISION OF SUPPORTED LIVING SERVICES FOR INDIVIDUALS WITH A LEARNING DISABILITY, AUTISTIC SPECTRUM CONDITIONS AND/ OR MENTAL HEALTH CONDITIONS (AGED 16+).
SCC is seeking responses from the independent marketplace about their capacity and resources to provide Supported Living.
1. Needs Overview:
• 8 adults aged between 46 - 68 years old approx. who have a primary diagnosis of a Learning Disability.
• In addition, some residents may; display behaviours that challenge, have limited or no verbal communication, have other physical health, mobility, frailty, ageing issues including risk of fall and dementia. With requirements for; support to transfer, aids and adaptations, such as hoists.
2. Location:
• Leek Town Centre (indicative postcode ST13 6HQ for the purposes of reference only) or within a 5 mile radius of this postcode.
3. Staffing requirements:
Services, support and staffing expectations as specified in IA949 LTR DPS and include:
o The provision of a minimum 2 waking night staff members in the first instance (subject to the size and layout / no of the property);
o TUPE may apply.
4. Accommodation:
• In addition to the provision of care and support, the successful provider will need to source appropriate accommodation in the preferred location (detailed in Section 2: Location) - either directly through the relevant housing arm within their own organisation or in partnership with an external housing partner.
• The council is happy to explore existing properties (requiring refurbishment and/or expansion) or a new development.
• In respect of the accommodation model, the council anticipates one of the following options may be appropriate:
o 2 x 4 bedroom properties located on the same site, with additional staff facilities. The properties may be inter connected or separate.
o 2 x 4 bedroom properties located on separate sites, with additional staff facilities, but geographically in close proximity to one another.
o 2 x 3 bed properties + 1 x 2 bed properties located on the same site, with additional staff facilities. The properties may be inter connected or separate.
o 1 x 8 bedroom property.
• The council is willing to consider and work in partnership with providers to explore other models of accommodation in addition to those above.
• As a minimum standard, the accommodation will need to accessible to residents who have physical disabilities and include specialist bathing facilities.
• It would not be the intention of the council to pay any form of financial contribution towards any void rental costs, should they arise.

4. Indicative Budget:
• The Indicative Budget for the provision of care and support is approx. £535,000 per annum.
