Description

Lostwithiel Town Council wishes to invite suitably qualified consultants to tender to facilitate the Pre-Feasibility Stage of a project to restore and convert a heritage building in the heart of Lostwithiel. For the purposes of this project consultant services will be defined as follows: -

A person or persons engaged for a specific length of time to work to a defined project brief
with clear outcomes to be delivered, which brings specialist skills and knowledge to the role
and where the Council has no ready access to the skills, experience or capacity to undertake
the work.

The successful bidder will not be employed by Lostwithiel Town Council. Prospective consultants are invited to submit details which evidence previous relevant experience. The Council anticipates that the tender will include an outline of the proposed project plan including a breakdown of costs, project sectors and overall timeframe. Edgcumbe House is one of three Listed Buildings currently under the Town Council's ownership. Whilst the project is to focus on the future of Edgcumbe House the Council anticipates that this will be in conjunction with opportunities presented by the other two buildings.

Pre-Feasibility Project Brief Summary
In collaboration with the Town Council, Edgcumbe House working group and community refine ideas to identify key financially viable options to take forward for a full feasibility study

Plan and implement collaborative engagement of the community and stakeholders, the result of which will help inform the project options and provide evidence of consultation for funding bids

Identify potential sources and secure initial funds for a full feasibility study

Provide a report, based on this brief, outlining the key proposals, business case and scope of the feasibility study

Provide an outline project plan with details as to the next steps

Provide an outline project timeline with an emphasis on the feasibility study stage
