Description
Operations Centre Vision: 'To create an integrated city-wide management, service delivery and collaborative centre for Bristol, focussed on the needs of citizens, and aided by an open information platform to aid innovation'. Operations Centre Objectives: The co-location of existing control centres into a new, integrated operation. Creating capacity and enabling capability to sell and take on additional services, functions and partners that enhance income generation and underpinning the ultimate vision for a Best in Class Operations Centre.
By 1 September 2017, the following will be delivered:-
• An Operations Centre environment to meet agreed accreditation standards;
• Up to date, integrated and resilient technology;
• Co-located and joined up operations, within, and supporting, the functions of the Operations Centre;
• A safe, secure, performing operating centre that sells itself to partners; and
• A commercial model that supports sustainable operating activities,
The contract will replace and / or upgrade systems used by our existing Control Centres in the new purpose-built Operations Centre, potentially in line with a staged implementation plan, ready for initial operational go-live on 1st May 2017.
The council are looking to replace and / or upgrade the following systems:
• CCTV Recording and Storage;
• Video Management and Control;
• Urban Traffic Management Control;
• Urban Traffic Control and Remote Monitoring;
• Accident and Incident Management; and
• Assisted Living Telecare.
A level of integration into the following pre-existing systems will be required:
• Security Alarms;
• Help (Call) Points; and
• Harbour & Environmental Monitoring.
These systems will interface with other council systems, e.g. telephony, journey time monitoring systems, Bus lane enforcement, Road works information, Liquid Logic Adult's Social Care, GPS Buddy, GIS and other ancillary systems.
To accomplish this, the council is seeking suppliers that can provide technology that supports integration with / interface to the systems documented. As a minimum this technology must integrate with Telecare, Alarm systems and have Video Management System capability but the council would also like to explore the integration of UTMC.
