The Authority requires a contractor to assist the Authority in making arrangements to use cloud technologies and services. This will entail defining conventional commercial contracts, more complex frameworks or dynamic purchasing system type arrangements, in house processes/capabilities and the interfaces between all of these. This may also involve utilising existing HM Government frameworks.
The task is to provide key experts that will work alongside MoD Civil Servants to create the suite of documentation to enable the MoD to create those commercial arrangements and capabilities; this is likely to include statements of requirement, framework joining/eligibility rules, terms and conditions (drawn predominantly from existing libraries of Defence/Government conditions), evaluation criteria that will allow the Authority to select the best partners and key performance indicators that define acceptable and desired performance against these agreements. The supplier will also be expected to advise on whether the internal and outsourced capabilities described in the documentation will fully deliver the envisaged end-to-end service (i.e. gap analysis).
