Description
Cornwall Council is seeking a data system to support the expanded phase 2 TF programme. The technical requirements of a data system for the TF programme are complex. They require the ability to match multiple large-scale datasets of varying quality that do not always share common identifiers, so that single record views can be created for thousands of individuals covering a wide range of service provision. These records need to be collated into household units, in order to produce a full picture of the number and extent of problems affecting the family, and what services are already engaged with them. The data system must then be able to identify which families cross defined eligibility thresholds, and prioritise those with the most complex needs. The system must be able to track which families engage with TF services, track family progress through updated data imports, and report on those families that have met positive outcomes for Payment by Results. Advanced reporting features must extend to providing appropriate data outputs as required locally and by the national evaluation programmes (Family Progress Data, the National Impact Study, and the Cost-Savings Calculator). The system should also provide a gateway through which external partners can indicate equivalent concerns, make referrals, help build a more detailed family picture, and coordinate responses.
