This procurement will establish a framework to deliver research for Defra Group Communications Directorate.

Research is vital to Defra Group Communications Directorate. It allows the Directorate to better understand key audiences and provide insight to increase the effectiveness of communications. Research is also used to evaluate the impact of communications against defined objectives.

This framework will be for an initial 24-month period with an option to extend for up to 2 x 12 month extensions (2 + 1 + 1 term), subject to budget availability and service delivery .

The maximum Framework value is £1.5 million exclusive of VAT. This is a maximum possible spend for all research commissioned for the duration of the
Framework and is not a guaranteed spend.

The tender will be broken down into three distinct Lots, split by research methodology.
Each Lot will be awarded to a single supplier as the contractor for that Lot and a contract issued accordingly. A supplier may bid for and be awarded more than one Lot. The tender will result in 3 contracts (1 for each Lot) to form the framework In the event that a sole supplier wins all 3 Lots, a single contract combining the requirements of all 3 Lots will be considered.
