Description
NHS England South West, ("the Commissioner") are seeking to secure a Provider who have the capability and capacity to establish a Co-Production Panel (experts by experience) to contribute to the development of non-custodial pathways and other associated Health and Justice services across the South West.
The Panel will advise and shape programme design, delivery plans and overall governance to ensure that the services commissioned are fit for purpose and appropriate for the populations they serve.
The Panel will co-produce the following services:
Integrated Non-Custodial Services (IN-CS), which support people who are in touch with the criminal justice system who have particular healthcare needs. The services aim to divert people away from custodial sentences where possible through provision of appropriate support, and/or to ensure that people's healthcare needs (including mental health and substance misuse needs) are met once people leave custody. The services in scope are:
• Liaison and Diversion (L&D)
• Reconnect
• Primary Care Mental Health Treatment Requirements (MHTR)
And may include (depending on the success of current pilots and future funding):
• Secondary Care Mental Health Treatment Requirements (MHTR)
• Enhanced Reconnect
• Meet at the Gate for substance misuse
The Panel will also support the Health and Justice team to develop other cross-cutting services that are either planned or in pilot phase.
The organisation will recruit, train, employ and support people with lived experience of criminal justice and healthcare services and ensure that their expertise informs the work of the Health and Justice Team.
There will be at least monthly Panel meetings to co-produce the IN-CS pathways and other initiatives.
The Panel will include experts with experience of a range of criminal justice services, including experiences relating to all the services in scope and ad hoc sub-groups if required for specific topics/ programmes of work, including newer services and interventions. Expertise through experience can have been gained directly, or may include carers and family of people who have used the services in scope.
All Panel members will be trained to contribute to the commissioning process, whilst drawing on their own personal lived experience and bring this approach to any meetings.
The Panel will be as reflective of the people using the services in scope as possible, especially in terms of race, age, religion, gender, disability, veterans and neurodiversity.
The contract duration will be for 2 years from point of award, with an aim to award the contract in August 2023.
The maximum available budget is £100,000 per annum, with a total maximum available budget of £200,000 over the life of the Contract.
This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
