Description

The current core and peripheral Human Resources (HR) and Finance Systems of Norfolk County Council (the Authority) have been in place for 14 years and in their current form constrain the transformation of services and delivery of savings. The project to initiate the replacement of these systems was approved by the Authority's Cabinet on 20th May 2019.

On 8th April 2020, the Authority procured systems implementation services from Oracle Consulting Services via Insight, and a fully integrated Oracle HR and Finance SaaS solution, including UK local government HR, Finance, Procurement, Payroll, and Analytics functionality.

The Implementation Plan has been agreed with a go-live date of November 2021. The Authority is prioritising its work to support achievement of this date.

In order for the project to succeed a number of non-technical and non-functional products must be delivered in conjunction with the Implementation Plan, namely:

Cloud adoption impact analysis (being delivered by Oracle Consulting Services)

Engagement and communications plan (being delivered by Socitm Advisory)

Business change delivery (the subject of this procurement)

Training (to be planned)
