Description
Red Cross wishes to establish a sole supplier Framework Agreement for the provision of Courier Services for Event First Aid and Ambulance Support with a suitably qualified and experienced Supplier.
Red Cross' current requirements include, but are not limited to:
* Collection and Delivery of parcels of varying sizes;
* Track and Trace Service;
* Proof of Delivery; and
* Support Services including manned help desk and account management.
This a collaborative procurement exercise between the Red Cross' Event First Aid and Ambulance Support functions and the Corporate Procurement Team following consultation with key internal stakeholders.
The Event First Aid Team is responsible for the delivery and management of our first aid service at a range of, often high-profile, events across the UK. This can include the provision of paramedics, ambulances and field hospitals. The Ambulance Support Team provides support to NHS ambulance services across the country, during both routine work and major incidents.
The Corporate Procurement Team is responsible for the procurement of national goods, works and services for the Red Cross and the development of procurement processes, procedures, strategies and policies in line with recognised best practice.
Therefore, this collaborative procurement exercise shall seek to deliver a resilient and reliable Courier Services solution that supports Red Cross' operational activities and ensures on-going service delivery in an effici...reement Supplier shall be required to evidence best value in their proposals and clearly illustrate added value.
This Framework Agreement shall seek to deliver best value for the Red Cross by:
* Achieving economies of scale by aggregating our anticipated spend and demand for these services;
* Ensuring a streamlined consistent national approach to the ordering and procurement of these services;
* Developing a close working relationship with a single provider of these services;
* Provision of robust and meaningful Management Information to drive efficiencies and improvements;
* Embracing market innovation and enabling opportunities for knowledge transfer and testing of new concepts or services; and
* Building upon lessons learned from previous procurement exercises.
It is anticipated that one Supplier shall be appointed onto this agreement. In addition, the Framework Agreement shall be open to all other departments within the Red Cross to utilise. Therefore, this may increase the overall spend / demand that is likely to go through this agreement and the Supplier will be required to have sufficient organisational capacity to support any future increases in demand for the Services.
This Invitation to Tender will be evaluated in a two stage process where Tenderers who meet the minimum Framework Agreement Selection Criteria will then proceed to the Framework Agreement Award Criteria. These shortlisted Tenderers will then be evaluated on the basis of 100% Price.
