The Environment Agency (EA) use a cloud collaboration platform to provide a workspace enabling suppliers, external partners, project and Asset Performance teams to share and exchange information in a secure environment to support the Flood Coastal Risk Management (FCRM) Capital Programme.

The existing contract expires in November 2023 and the EA would like to invite prospective tenderers to register their interest by completing a market engagement questionnaire via Microsoft Forms https://forms.office.com/r/5HpNH6fqdV by no later than Friday 19th August 2022 at 17:00.

The platform must:

- Comply with ISO19650, the international standard for managing information over the whole life cycle of a built asset using building information modelling (BIM)
- Possess capability to hold an information delivery plan to support the procurement process, management, and delivery of information deliverables
- Be capable of auto generating a COBie file based on the content of the information deliverables as defined in the information delivery plan
- Be capable of delivering the common data environment functionality (see PDF attachment CPNI information management platform guidance)
- Include Application Programming Interface (API) capability
- Be able to support single sign-on
- Be able to integrate and form part of a seamless ecosystem with other software packages (for example, 3D Repo / Unity, Projectwise, Sharepoint)
- Be able to manage metadata
- Include the ability to seamlessly view model / drawings in NWD, RVT, DWG and DGN as a minimum.
- Possess capability for seamless integration with Office 365, including, but not limited to Teams, Power Apps and SharePoint

The new contract is expected to be in the region of £2.75m, based on a five year term.

From 2023 onwards the EA will be building their digital twin capability and expect this platform to be pivotal in supporting a single version of the truth and their ability to connect to other digitally enabled platforms. This continues to support process driven IT, enables more things to be done with the data and improves ability to share and consume other peoples data.
