Description

Wiltshire Council's Operational Children's Services needs the ability to spot purchase from a framework agreement of suitable providers where independent expertise is required and to cover peaks in workload. This includes a range of assessments, reviews and statutory visits.
Wiltshire Council reserve the right to re-open this framework periodically in order to meet changes in demand.
The annual spend is expected to be £30,000 over all services listed below.
1. Services required
2.1 Assessments, reviews and visits
The work will need to be carried out in a variety of locations e.g. face-to-face interviews in a family member or carers' home, at a Resource Centre or other setting or attendance in court.
The type of assessments will include but not be limited to:
• Adoption assessments including Prospective Adopters Reports (PARs)

• Family Placement assessments including

o Mainstream Fostering assessments
o Connected Person (Kinship) fostering assessments (please note such assessments are often out of county)
o Viability assessments
o Special Guardianship assessments
o Assessments to approve foster carers as prospective adopters or prospective adopters as foster carers (concurrent planning and fostering for adoption)

• Permanency planning assessments including but not limited to attachment and therapeutic assessments

• Psychological assessments

• Special Investigations
Admin support for checks and references must be included in the cost by the service provider.
Reviews may include, but will not be limited to, foster carer reviews.
Statutory visits may include, but will not be limited to, visits to looked after children placed out of county.
The provider may be required to attend other meetings in relation to the commissioned work; including but not exclusively:
• Foster Panel
• Adoption Panel
• Professionals Meeting
• Child's Review
• Child Protection Conference
