Description
Her Majesty's Courts & Tribunals Service (HMCTS), an Executive Agency of the Ministry of Justice (MoJ), is responsible for the administration of the Court system across England and Wales, and for the administration of the majority of the Tribunals system across the UK.
Our justice system matters - for every citizen and for the role we play in the world. In just a few short years we will have revolutionised how justice is administered with the lives of real people at its heart. Even if they only touch it once and fleetingly, the experience we want to deliver will be one where every customer feels that they've been treated swiftly, fairly and with respect; that what matters most to them matters equally to us.
To achieve this, we'll use an investment of nearly £1bn to transform the setting of justice, to transform our technology and to transform our own skills and capabilities. This is HMCTS Reform.
What we're setting out to do is about more than process simplification and changing the parts of HMCTS you can touch. It's about transforming the way we serve our customers.
By centring all our energies on delivering a better customer experience and harnessing the power of technology to enable us to work better and smarter, we are going to build a modern system for administering justice which will benefit those who need it most, for generations to come.
HMCTS require a Delivery Partner to assist in the strategic development and delivery of the HMCTS Reform, working alongside the HMCTS team and the many key stakeholders.
HMCTS wishes to award a new 2 years + possible extension of up to 1 year contract for a Delivery Partner in the first quarter of 2017

HMCTS is looking for a Delivery Partner who has tried and tested capacity and capability in delivering large-scale cultural and digital transformation programmes that can work alongside the existing portfolio delivery team as a partner to support delivery of Reform.
• Partnership - we are looking to have a successful partnership with our Delivery Partner achieved through working relationships between the Delivery Partner and HMCTS Reform at all levels. We need an upfront and honest relationship where challenges and issues in delivery are openly discussed, and solutions worked through collaboratively. We want to agree clear ways of working together, including governance arrangements, at the outset of the relationship.
• Commitment to successful delivery - we are looking for a Delivery Partner who is committed to seeing HMCTS transformed in line with the HMCTS Reform objectives and plans. We need to be sure that our partnership is designed around our target outcomes and that our partner is incentivised to help us deliver.
• Simple and clear commercial arrangements - we are looking for a Delivery Partner that we can trust and with which we can have a clear and simple commercial model to apply to work assignments throughout the contract term. We need commercial arrangements which incentivise delivery of Reform objectives, and give us good value for money. We need our Delivery Partner to be flexible in how the nature of the arrangements will evolve over the next few years.
• Strategic management of suppliers - Direct SME engagement will be part of market engagement process. The Delivery Partner's capability to have access to and manage a diverse range of SMEs to provide specialist technical service or lower cost transactional support will be an important criterion.
The Delivery Partner skills/experience will include but not limited to the following areas:
• Transformation and Change Strategy;
• Transformation Programme Delivery;
• Project management and delivery;
• Property project management;
• People Change;
• Programme design and User Experience; and
• Sustainable knowledge transfer.
Market Engagement Event and Registration:
The MoJ is planning to hold a market sounding event with the aim of bringing together and engaging with potential providers of the service. This event is (aimed) to be held during week commencing 21st November 2016 in London (the event timings and venue will be confirmed asap)
