Description

The London Borough of Hillingdon is looking for one or more Providers to tender for Rough Sleepers Services. The initial term of the contract is for two years with the option to extend for a further five years if grant funding is available. Tenderers will be able to tender both Lots however there will be an assessment described in 4.1 - Economic and Financial Standing. Each Lot will be individually scored as set out in ITT. The London Borough of Hillingdon retains the right to award both, or one, or none of the two Lots available.

Lot 1 - Floating Support Service
The aim is for the Service to provide housing-related support to enable rough sleepers and those at risk of rough sleeping who have accepted an offer of accommodation to gain or regain the necessary skills to enable them to sustain their tenancy, live independently and participate in their community.

Lot 2 - Outreach/In Reach Service
The aim is to seek out, identify and engage rough sleepers as quickly as possible and encourage them into emergency accommodation in the first instance supporting them away from the harmful effects of rough sleeping. Subsequent In Reach Service is provided working alongside a day-time casework team to access help with a variety of support needs e.g., substance misuse or mental health needs.
The Service Budgets are within the Pricing Schedule.

The Council intends to award the Lots to provider(s) based on the outcome of the evaluation process.

Within the tender, tenderers are required to complete the quality questions and pricing schedule according to the LOT/S the tender is for.
