Description

Job purpose

• The purpose of this role is to lead key work streams in the Water 2020 Programme. The successful candidate would be expected to lead a portfolio of projects covering a major work stream for the programme. They would be a member of the delivery board responsible for oversight of the whole programme.

• The successful candidate will be expected to play a lead role in designing and developing work programme to support publication of initial proposals by December 2015.

• For example the successful candidate might lead our Design work stream, including the design of any new upstream markets and the PR19 arrangements. This will include definition of services, assessment of barriers to competition and scope for addressing these issues. It will consider design of PR19 price controls and scope for greater use of competition. It will also co-ordinate work in other work streams such as development of new access pricing arrangements and approach to the RCV.

Key responsibilities within the programme

• The successful candidate will be responsible for leading multi-functional teams that will submit to the SRO proposals for:

a. Defining which services should be subject to competition in the market
b. Defining which services should be subject to competition for the market
c. Defining what services should be subject to monopoly regulation and how to most efficiently regulate those services
d. What consequential changes are needed to support competition, such as the approach to access pricing and RCV allocation
