Introduction and Background to the requirement:
The Commercial Directorate is currently made up of 240 FTE who are responsible for the delivery of procurement and commercial contracts for ~£3Bn 3rd party spend across programme and corporate categories. Following confirmation of the Strategic Workforce Plan the Commercial Directorate needs to progress with an ambitious transformation programme to enable FCDO policy and priority delivery, improve commercial outcomes and achieve value for money.

The commercial transformation is made up of the following core programmes which require specialist commercial and technical consultancy and professional services:
a. Commercial process engineering, merged governance pro-cesses and improved controls
b. Commercial IT transformation (migration from two separate eSourcing tools into one and delivery of business change and system integration)
c. Delivery of optimising delivery programme (2 year programme) reducing reliance on big consultancies and building FCDO core ca-pability
