Description

The standard specialty training programme is for three years, of which 20 months is delivered within general practice. The remaining 16 months is spent in other settings including acute, partnership, hospices and community trusts, with a minimum of four other placements of four months in duration. Additionally there are various specialist schemes throughout the region aimed at developing leadership, research and educational expertise amongst talented trainees.
The East Midlands Team has been reviewing the Lead Employer model for some time following the recommendation of The Committee for General Practice Education Directors (COGPED) Scoping Report in 2011, which proposed that GPSTs should have one employer throughout their training, and following the successful implementation of this initiative in other Local Teams.
The East Midlands Team aims to realise a range of benefits by undertaking this procurement and for a number of stakeholders involved in GPST training. These include:
a) The East Midlands Team will only have to work with a single Lead Employer for their area, leaving the East Midlands Team free to manage the programmes, the finances and any potential trainees in difficulty;
b) GPSTs will only have one Lead Employer during the course of their training, reducing the risk of duplication and confusion and resulting in the provision of consistent employment and human resource services throughout their training period;
c) Clinicians, including Primary Care Leads, Training Programme Directors and Patch Associate Directors, will also have only one Lead Employer to work with in their areas, streamlining communications and making clearer Lead Employer and Commissioner roles and responsibilities; and
d) Such arrangements need to result in the delivery of the highest quality services and demonstrate Value for Money (VfM)

This procurement is being conducted as an open procedure under the Light Touch Regime.
