Description

These services are for the delivery of a contract funded from Education and Skills Funding Agency through Plymouth City Council, specifically 16-19 study programme provision to young people 16-19, or up to age 25 with an Education, Health and Care Plan (EHCP).
Provision or activities under this specification should :
Deliver opportunities for young people, in the defined age range, that develop skills and attitudes that improve employability and enhance career progression.
Services should be designed to deliver the following ambitions:
• Widen participation in learning by helping young people, particularly those from disadvantaged backgrounds, to overcome barriers that prevent them from successfully engaging or progressing in learning.
• Enhance employability skills in young people and deliver targeted support to enable them to improve career prospects, secure employment / apprenticeships or progress into further vocational learning.
• Deliver work-related learning and enterprise education in line with Gatsby benchmarks, leading to improved chances for sustainable post-16 engagement.
• Move individuals, particularly those in low skilled or low waged employment towards higher paid, higher skilled and more secure employment.
• Develop transferable work skills, eg literacy & numeracy / employability skills to support access work or learning
• Ensure learning opportunities are flexible and responsive to needs so that they can participate, achieve and progress to further learning or employment options.
• Deliver Substantial accredited academic or applied and technical qualifications at Level 2 or 3
• Ensure that learning opportunities and support packages are high quality and fit against local regional and national priorities.
• Sustain the commitment to achieving a continued reduction in those young people not in education, employment or training.
• Offer provision to attract participation from disadvantaged or minority groups, such as children in care, care leavers, young people with learning difficulties or disabilities, ethnic minorities, young offenders.
• Lead to sustainable engagement provision which can support the transition of disengaged young people, including those with Learning Difficulties and Disabilities, towards independence and adulthood.
• Integrate provision with the existing careers advice offer (eg the LA transitions contract held by Careers South West) to support referral and progression routes.
• A preparedness for the implementation of T-Levels and how courses / qualifications delivered can support transition of students into T-Levels as these become available.
