Description

NHS South of England Procurement Services, acting on behalf of Health Education England , NHS Leadership Academy (the Commissioner) are commencing a tender for the development of a strategic organisational talent management diagnostic tool for the English NHS, the piloting of this tool across a Regional Talent Board, and Scale/Spread/Sustain of this national approach.

The overall aim is to source an expert provider with the capacity and expertise to work with the national TM leads network to develop one approach to organisational TM diagnostics. The provider should then work with us to pilot and refine this approach (most likely across the Midlands and East region due to this being the most mature RTB, and comprising of approximately 71 NHS provider organisations and 59 CCGs. However there is potential to extend the pilot across wider geographies - up to another 20 organisations. Therefore approximately 150 in total) so that the data can be shared both with the organisations themselves, and pooled together to strategically support the RTB ambitions. The final solution should be simple in its approach and ensure that internal NHS resources are able to run the diagnostic approach in the future for all RTBs as they develop and reach maturity. Ideally the diagnostic should be suitable for NHS organisational Boards to progress themselves internally with no external support or supervision.

The funding available for this work is within this NHS financial year (April 2018 - March 2019) and we see the work being completed within this period. Ideally the tool will be developed and piloted in the first 3 quarters, and then enhanced and ready to be scaled and spread during the final quarter of this financial year. We acknowledge these timescales are demanding and see potential for the provider to continue support with us into 2019-20 to 'hold our hands' whilst we fully roll out the tool to all RTBs nationally.

The maximum envelope for this piece of work is £100,000 (excluding vat)
