UK Research and Innovation - Natural Environment Research Council - British Geological Survey invite tenders for the supply of a subsea electro-hydraulic power supply system as part of upgrade work to their remotely operated, ship deployed, seabed coring drill, the Rock Drill 2 (RD2).

All mechanical functions on RD2 are hydraulically activated, the power for which is supplied electrically through a high voltage (HV) ship to drill umbilical and converted to hydraulic power on the drill through an electro-hydraulic power unit (EHPU). The ship's electricity supply is distributed through a surface Power Distribution System (PDS).

The key units required by the BGS are:
1. An Electro-Hydraulic Power Unit (EHPU) to fit the RD2 drill that must operate at up to 4500m sea depth and generate a minimum of 190 L/min flow at 200 bar pressure. The new HPU is an upgrade to an existing unit producing 105 L/min at 200 bar from a 50kWe motor.
2. A drill located umbilical termination unit and transformer to provide 110VAC, 45A for drill electronics. These are to be combined in a single oil filled and compensated housing.
3. A surface Power Distribution System (PDS) to power and control the EHPU and to provide a separate 45A, 110VAC (5kW) supply to the drill for electronics via the HV umbilical. The PDS is supplied with 380-480V at 50/60 Hz from a surface isolation power transformer. The PDS unit is to fit an assigned location in a ship located, 20ft ISO container designated to power supply and control of RD2.

These are all to be replacements of existing units that are in service on the current RD2 and therefore must integrate with the existing system. The full specification for each unit is provided Appendix 1.

The power supply system is to utilise BGS's existing Cortland umbilical that comprises 6 x 5 sq.mm 3.3kVAC and 4 x 1.2 sq.mm 3.3kVAC rated conductors.

The design priority is efficiency of subsea, drill based components: achieving the specified EHPU power output and supplying drill electronics power whilst minimising component size and weight. The contractor is expected to maximise the power delivery potential of the umbilical conductors and configure the PDS to achieve this.

All equipment will be used in International Waters and as such should be designed to conform to the UK standard: IET Recommendations for the Electrical and Electronic Equipment of Ships with Recommended Practice for their Implementation. Where possible all equipment installed in the PDS will be certified to National Standards, e.g. BS, UL, CSA, IEC, NEMA.

As part of the strategic alliance between UK Shared Business Services (UK SBS) and Crown Commercial Service (CCS), UK SBS can use the CCS eSourcing Suite for future procurements. If you have not yet registered on the eSourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link "Supplier eSourcing Registration". Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation you are registering, who will be entering into a contract if invited to do so. Once you have registered on the eSourcing Suite, a registered user can express an interest for a specific procurement. This is done by emailing ExpressionOfInterest@crowncommercial.gov.uk. Your email must clearly state: the name and reference for the procurement you wish to register for; the name of the registered Bidder; and the name and contact details for the registered individual sending the email. Crown Commercial Service will process the email and then enable the bidder to access the procurement online via the e-Sourcing Suite. The registered user will receive a notification email to alert them once this has been done. The Sourcing documents can then be assessed on the eSourcing Suite at: https://gpsesourcing.cabinetoffice.gov.uk using the instructions detailed in the Specification documents with Contracts Finder.
