Description

Portsmouth City Council ('the council') is inviting quotations from suitably qualified suppliers to provide research and development services for a project which seeks to enhance social mobility by supporting people from ethnic minority groups to enter and/or progress within non-clinical core public health careers in local authority public health teams.

The project will be delivered in two phases:
1. Research and development (12 months); and
2. Pilot implementation and evaluation across up to three intervention sites in South East England (24 months) including Portsmouth City Council and up to two other local authority implementation sites. The remaining sites will be confirmed in early 2022.

The two phases will be managed through separate contracts and, therefore, will follow separate award processes. We are inviting suitability qualified and experienced organisations to respond to the Request for Quotation exercise for phase one (Research and Development). There may be an opportunity for the supplier of phase one to manage the Monitoring, Evaluation and Learning (MEL) process for phase two.

The value of the contract for phase one is £80,000.

The phase one contract term will be for one year [to undertake the research and development] with possibility of extending the term by a further two years [to implement the MEL plan throughout phase two] to a maximum total term of three years in increments to be agreed, subject to the agreement and performance of both parties.
