Description

The Authority is seeking expressions of interest from suitably experienced and competent providers of accommodation services and support, including emergency accommodation.

The purpose of this procurement is to create a Framework Agreement under the 'Light Touch Regime' for the following six Lots:
• Accommodation and Support for Unaccompanied Asylum Seeker Children (UASC) aged 16 -18 and beyond age 18 where their asylum claim is still pending
• Adults with No Recourse to Public Funds with Eligible Care Needs
• Supported Lodgings for Young People aged 16 to 17 Preparing to Leave Care
• Emergency Accommodation for Single People and Families (same day)
• Emergency Accommodation for Adults with Care and Support Needs (Care Act Eligible)
• Emergency Accommodation for young people at risk of being made homeless (same day)


The scope and objectives of this service is to:
• Provide good quality accommodation.
• Provide support, which enables Service Users to maintain their accommodation where appropriate.
• Promote independent living skills that will enable Service Users to live with the minimum level of support.
• Provide services in a flexible and responsive way to achieve the agreed outcomes for individual Service Users.
• Promote social inclusion and cohesion to enable Service Users to engage fully with the community.
• Provide practical and emotional support to Service Users.
• Ensure access to mainstream and specialist services, which meet Service User needs, where appropriate

Providers will be required to provide a selection of fully furnished and maintained property types, which meets the assessed needs of the Service Users. The Provider will put in place the necessary arrangements to provide the accommodation. The range of accommodation should include a range of size and types of accommodation. This should include access to accommodation, which is ground floor for those with mobility difficulties.
