Description

BEIS is seeking to contract and independent review into the failings of EWI installed as part of the Fishwick 247 scheme.

The aims of the study are to:
1) Understand causal factors that led to the serious failings of the original installation;
2) Understand processes and designs being employed to ensure successful rectification of the failed installation;
3) Summarise implications from these findings for future changes to the quality framework for the installation of SWI, which can be relayed to the team implementing the Bonfield Review.

As part of this study analysis is required of the current state of the affected properties, including features of the design and installation that have led to the serious problems affecting the residents. This analysis may draw upon previous studies that have been undertaken where accessible, but may also require further onsite inspection of affected properties through liaison with the local council and the partners taking forward the remedial work.

Analysis is required of the processes and designs that are being proposed by the new project term, to understand whether these are likely to provide a robust for the affected properties and demonstrate best practice for SWI installation going forward.

Both the Local Council and the lead partner in the new Project (EON) have offered their support in providing assistance and information to assist this study.

For the avoidance of doubt, this ITT does not provide for support for the direct design or installation of measures on the affected properties, but only for an independent assessment of the challenges and proposed approach being taken.

The selected supplier may choose to subcontract part of this work to other contractors with the written approval of BEIS where this may assist in the analysis being undertaken.
