Description
Staffordshire County Council is seeking to secure a suitable provider to provide services to meet the Assessed Needs of disabled children and young people, and their families'. The Service will ensure that the child is supported to become as independent as possible, and their families are supported in a way which enables them to maintain their caring role and responsibilities for their child and sustain an everyday family life for the family, including siblings.
Services need to be available to enable all eligible children and young people and their families across Staffordshire, including rural and less populated areas, to have equitable access to quality overnight residential short breaks and community short breaks based in the northern area of the County of Staffordshire.
The families in Staffordshire whom require support will have a range of requirements relating to their Children's Disabilities and Needs. The provider will be expected to offer appropriate support packages for a range of different needs and complexity, that will be individually delivered and relate to the individual assessment of needs and build on each family's strengths and assets where possible.
The Service shall comprise of two elements:
Service 1: Residential Short Breaks
(1) the provision of accommodation and care at the Provider's premises based on 5 disabled children and young people at any one time at weekends (Friday night to Sunday afternoon) and school holiday periods (Monday to Friday), provided in accordance with the requirements of Ofsted and the needs and compatibility of the disabled children and young people using the service at any particular time;
(2) the provision of accommodation and care outside of school holidays and weekends, upon request when there is an emergency situation whereby it is not appropriate for a disabled child or young person with disabilities to remain at home (in the geographical area covered by the service);
Service 2: Community Short Breaks
(1) the provision of support for the eligible disabled children and young people in community settings, to enable the child or young person to participate in agreed, age appropriate activities that will contribute to their personal development and meet their assessed needs. This could include leisure and recreational activities;
(2) the provision of four after school clubs in term time (39 weeks per year), lasting three hours. Four staff are to supervise each club and up to eight disabled children and young people are to attend each session;
(3) the provision of focussed, time limited assessments for the eligible disabled children and young people on an ad hoc basis.
