Description

Transport for West Midlands (TfWM) is seeking an expert panel of individuals to provide advice on transport modelling. The appointed experts with have either a proven cross-disciplinary track record of thought leadership in transport, land use and human behaviour modelling; or a deep understanding a particular relevant topic within this. The panel will be commissioned to meet periodically during the year to guide what will be a radical change to the way the West Midlands undertakes its transport and land use modelling, as well as for specific client advice, ranging from deep technical specifications to assisting with the writing of briefs for model development; and / or for modelling applications for specific schemes or assessments.

Appointment to the Modelling Advisory Services framework will confer a number of benefits to suppliers:
• Opportunity to earn fees from call-off commissions by direct instruction or mini-tender from TfWM and from the seven WMCA Constituent Authorities, over a four-year period.
• Appointment to a Modelling Advisory Panel for a sub-set of framework suppliers that includes paid attendance at modelling workshops.
• Shaping the forward route map for strategic and tactical transport modelling methods that will address our economic, housing, social and environmental challenges.
• Supporting the forecasting and appraisal that will enable us to grasp the opportunities that devolution provides for achieve our local goals and increase our standing in the nation's economy.
• Development of new modelling techniques to bring realism to strategic and tactical modelling and to enhance links between tactical and operational modelling.
• Access to data inputs and model outputs that can support modelling research and the sharing of modelling capability through journal papers and conference seminars.
• Potential opportunities to see your services to wider client group that will have access to buying off the framework, e.g. Highways England and Midlands Connect.
The value of the framework is based on estimated call offs at the time of publishing this notice. There may be additional public bodies accessing the framework during its duration (4 years) which may increase the level of spend by way of call-off.
WMCA cannot guarantee that this level of spend will be incurred.
The value1 £1M comprises:
- £400k WMCA partner authority strategic and tactical transport modelling commissions, as per original posting;
- £200k WMCA partner authority commissions under the newly announced Future Mobility Area programme; and
- £400k non-WMCA authority strategic and tactical transport modelling commissions, based on emerging interest from potential framework partners. The contract dates are indicative.

This Framework is procured on behalf of WMCA Constituent Authorities (City of Birmingham Council, the City of Coventry Council, Dudley Metropolitan Borough Council, Sandwell Metropolitan Borough Council, Solihull Borough Council, Walsall Metropolitan Borough Council and Wolverhampton Borough Council or any of them as the context shall require) who will not require a Joining Agreement to access the services of the framework. -Access to this framework agreement will be available to:
- all those bodies listed in Statutory Instrument 2013/1796 - The Whole of Government Accounts (Designation of Bodies) Order 2013, (http://www.legislation.gov.uk/uksi/2013/1796/pdfs/uksi_20131796_en.pdf) all those bodies listed in Statutory Instrument 2013/109 - The Whole of Government Accounts (Designation of Bodies) Order (Northern Ireland) 2013 (http://www.legislation.gov.uk/nisr/2013/109/pdfs/nisr_20130109_en.pdf) ('2013 Orders') including future bodies as well as bodies being established as a result of re-organisations, and any subsequent order(s) should the 2013 Orders be collectively or individually repealed. For the avoidance of doubt, this shall include, but not be limited to, all local authorities (as currently listed under http://openlylocal.com/councils/all and as listed in future replacing lists) and all Integrated Transport Authorities including those not listed in the 2013 Orders but who are members of PTEG (as currently listed under http://www.pteg.net/about-us/pteg-member-profiles and any updated lists).
