Description

Framlingham Town Council CCTV - User requirement and invitation to tender
Introduction
Framlingham Town Council has agreed in principle to install CCTV in the Market Hill area and immediate vicinity.
The purpose of the CCTV installation is to deter criminal activity in Market Hill and its vicinity and provide evidence for the police in the event of offences being committed.

CCTV technical/deployment requirements
The following specifications are required:
1. 24hr day/night capability;
2. Colour recording;
3. Ease of use - captured data must be capable of rapid review.
4. Data must be available to council staff;
5. Data is retained for a minimum of 14 days;
6. Remote access to the data by the police;
7. All cameras will be mounted at fixed sites and should not be deployed in a way that impinges of the privacy of residents living in the area;
8. Coverage as shown in the attached map;
9. Market Hill is designated as a Heritage Area and camera design must reflect this.
10. The location of cameras should minimise the risk of them being damaged;
11. The system will not be subject to live monitoring.

Consultation on specification
Councillors and Council staff will be available to discuss the specification. Meetings can be arranged in September/October
Tendering process
Tenders should include:
1. Proposed technical specification of proposed system;
2. The cost of equipment and installation;
3. Details of equipment warranty;
4. The cost of ongoing serving of the system;
5. Details of previous installations that can be viewed by FTC;
6. Estimate of installation time.
Tenders are to be submitted to the Framlingham Town Clerk by 1st November 2020
