Description

Commissioners within NHS Brighton and Hove CCG would like to commission an all age Primary Care Mental Health service comprising of IAPT, Adult Wellbeing and Children & Young People Wellbeing services.
The service is offered for tender under a standard NHS contract for a period of 3 years commencing on the 1st June 2020 with option to extend for a further year (3+2). The value stated represents the total value over 5 years (the contract primary period plus extension). Estimated maximum total value £29,680,000 GBP.
The deadline for submitting bid responses is 12:00 midday Monday 11th November 2019.

Improving access to primary mental health services is recognised as a key priority for the NHS - both nationally and locally.

There are four national targets for IAPT are:

• Access rate
• 6 week wait
• 18 week wait
• Recovery rate

The Children and Young People's Wellbeing Service will contribute to the national access target and outcomes and experience target for Children and Young People's mental health.

The Adults Wellbeing Service has a number of local targets based on population need that will contribute to the enhanced wellbeing of people who use the service.

Key Aims and Objectives

The CCG has the following ambitions for the service that it wishes to commission:

a) A community-based range of evidence based therapeutic and clinical interventions to support people and their families (where appropriate) with mild and moderate mental health conditions;
b) Services that meet nationally mandated targets as listed above and adheres to national guidance on effective IAPT services and outcomes;
c) Services that meet local outcomes and targets and adheres to best practice and evidence based treatment;
d) Services that can offer a range of interventions to people with a variety of more complex needs and risks (including those with long term conditions and neuro-developmental presentations) but do not meet the criteria for more specialist mental health services;
e) Services that work in partnership with other providers of mental health services in the system across the City; and
f) A range of complementary services to support people to self-manage, promote their resilience and improve their wellbeing.
