Description

The 0-19 Child and Family Support Service ('Service') supports the Cumbria Children's Trust Board's intention to create the conditions that support Cumbrian children and young people make the best possible life choices.

To do this the Children's Trust Board (CTB) has developed the Cumbria Children and Young People's Plan 2016-2019 that provides the context to link together all existing plans, and enables the partners to speak with one voice about the needs and aspirations of children and young people and in Cumbria.

The manner in which the 0-19 Child, Young Person and Family Health and Wellbeing System shall achieve the intentions of the CTB are described in the 0-19 Child, Young Person and Family Health and Wellbeing System Strategic Intention document and the specific requirements placed on the Provider of the Service, in support of this intention, are described in this Specification.

The Provider shall provide the Service in accordance with the principles and precepts stated in Section 3 - Service Delivery Model and Section 4 - Ways of working of the 0-19 Child, Young Person and Family Health and Wellbeing System Strategic Intention document.

The Provider shall, bearing in mind the required Ways of Working, deliver the Service in consideration of robust statistical and performance data and information to ensure Staff priorities and resources are purposefully targeted at local areas and families of greatest need.

The Provider shall provide a range of universal and targeted interventions primarily at Levels 1 to 3 of the Service Delivery Model in the following areas which are taken from the Children and Young People's Plan 2019 - 2022:
• Priority 1: Children and young people are healthy:
o Children and young people will have the same opportunity for good health
o Children and young people enjoy positive mental and emotional health and wellbeing
o Children and young people maintain a healthy weight and good levels of physical activity

• Priority 2: Child and young people are safe:
o Children and young people live in supportive, resilient and economically secure families
o Children and young people are protected from abuse and neglect
o Children and young people stay safe online

• Priority 3: Children and young people are achieving:
o Children and Young People achieve their full potential for educational attainment
o Disadvantaged children and young people achieve as well as their peers
o Children and young people have opportunities and aspirations for the future
