Description

This procurement process is being conducted under the Innovation Partnership Procedure pursuant to Regulation 31 of the Public Contracts Regulations 2015 ("PCR 2015"). The procurement process for 'GLA 81649 - Retrofit Accelerator for Homes: deep retrofit of domestic properties' is being managed by TfL on behalf of the GLA, the "Client".

The Client wishes to appoint Solution Provider(s) on to a Framework through developmental stages for the purposes of:
(a) developing and creating a market solution that does not presently exist in the UK market: namely a scaleable performance assured standard 'whole house' net zero energy (NZE) solution for retrofitting homes at an economic price point;
(b) providing an effective route to market for pipeline projects from Housing Providers in respect of retrofit solutions for homes; and
(c) developing a robust supply chain to deliver NZE solutions as referred to at section (a).

For the purpose of this procurement, "Solution Provider" refers to the potential suppliers bidding for the contract, i.e. the legal entity responsible for the Tender Submission.
