The UK has set a legally binding target to achieve net zero greenhouse gas emissions by 2050. Achieving this will require virtually all heat in buildings to be decarbonised, and heat in industry to be reduced to close to zero carbon emissions. We are developing a number of policies to drive forward the delivery of heat decarbonisation and support businesses to prepare for a clean heat transformation through the 2020s and into the 2030s. The department will shortly be consulting on our proposed approach to deliver on the UK's commitment by phasing out the installation of fossil fuel systems, those fuelled by oil, liquefied petroleum gas, or coal, in existing businesses and public buildings that are off the gas grid.
As we transition to clean heat, we want to ensure that installers can deliver high quality installations against robust standards to ensure consumers are protected against sub-standard installations. There is currently a lack of recent up to date technical guidance that specifically addresses heat pumps in larger buildings. The more relevant documents are around 10 years old, which were written and owned by the Chartered Institution of Building Services Engineers (CIBSE) and the Building Services Research and Information Association (BSRIA). These documents are CIBSE TM51 "Ground Source Heat Pumps" and BSRIA BG7 "Heat Pumps - A Guidance document for designers", published in 2013 and 2009, respectively. Our proposal is for new guidance on the installation of heat pumps in larger non-residential buildings to be published in advance of policies around businesses transitioning to heat pumps. This will de-risk any policy proposals by ensuring installers carry out their work to a high-quality standard.
This contract will be awarded based on the evaluation criteria as set out in the ITQ document.
