Description

The UK Governments Foreign and Commonwealth Office (FCO), on behalf of the Royal Montserrat Police Service (RMPS) and the Government of Montserrat (GoM), has a firm requirement to Lease Purchase (or similar financing arrangement) a new Fast Patrol Vessel (FPV) to support their law enforcement and SAR duties in the territorial and adjacent waters around the island of Montserrat. Bidders are invited to put forward proposals in accordance with the published ITT package.

Primary requirements:

• The FPV which shall be a maximum of 24 metres in load line length whilst the RIB it carries will likely be in the range 4-5 metres in overall length.The two boats are to form an integral unit.
• Based on an award of contract by the end of May 2017,the preferred delivery date of the vessel in Montserrat is no later than 31st December 2017.If a later delivery date is envisaged this should be very clearly indicated in the Technical Evaluation Criteria.
• The authorities strong preference is for the hulls and superstructure of the FPV to be of a GRP or Composite construction.
• The FPV must be registered under the UK or Montserrat Flag and in accordance with the MCA Small Boat Code.
• The FPV is required to have a life expectancy of at least 15-20 years from delivery;indicating that it should be of new or almost new construction.
• FPV designs of both monohull and catamaran designs will be considered.
• In addition to the building and lease purchase requirement, there will be an additional and formal ongoing technical service and support requirement for the FPV.
• The vessel will require to be delivered to the RMPS in either Little Bay, Montserrat or St Johns Antigua, to be decided by the RMPS.
• Bidders should ensure that proposed FPVs meet with any and all National and International regulations as applicable to the size and nature of the craft including but not limited to the following:
• The MCA Safety of Small Workboats and Pilot Boats (1st June 2014) - a Code of Practice applicable to small workboats operating in commercial use to sea and all pilot boats.(The Merchant Shipping (Small Workboats and Pilot Boats)regulations 1998(SI1998/1609),as amended).
• International Code of Safety for High-Speed Craft (2000),2008 edition 2000 HSC CODE,2008 edition as applicable to craft built on or after 1st July 2008.
• Where different construction and/or operating standards may be proposed by a builder the RMPS will require the higher standard(s) to be selected and to apply.

The vessel will need to be delivered to Monserrat and a Training and Familiarisation package will be needed for RMPS Officers during the 14 day period following vessel delivery.

In addition to the building and lease purchase requirement, there will be an additional and formal ongoing technical service and support requirement for the FPV.
