Description

The UK has recently adopted ambitious targets to reduce emissions of five damaging air pollutants (ammonia, nitrogen oxides, non-methane volatile organic compounds, fine particulate matter and sulphur dioxide) by 2020 and 2030; aiming to cut early deaths from air pollution by half. The Government is developing a new Clean Air Strategy, setting out a work plan towards these goals, for consultation in 2018.

The new reduction targets support the objectives of the international Gothenburg Protocol and the revised National Emission Ceilings Directive (NECD; (EU) 2016/2284). The Clean Air Strategy will inform the development of the UK National Air Pollution Control Programme (NAPCP, Article 6 of the NECD), which will lay out the detail of how the UK will meet legally binding emission targets for each pollutant. The NAPCP will be established in 2019.

The aim of this framework agreement is to establish a network of suppliers for the provision of evidence to inform the development and impact assessment of a range of policies and measures in support of the Clean Air Strategy and the NAPCP. The work will be managed on a 'call-off' basis, agreeing specific work items, costs and timescales as needs arise.
