Description

The Public Health Division in Birmingham City Council is seeking to enhance community engagement and empowerment to improve Covid-19 vaccine uptake. We are seeking to commission up to four Birmingham-based community partners to work in specific wards of the city to collaborate and develop community engagement with a view to increasing vaccination uptake.
Since the beginning of the national Covid-19 rollout, Birmingham has witnessed lower uptake than the average across England. As of the 1st March 2022, vaccination figures are shown below for those aged over 12.

The project is required to support ward level place-based engagement, empowerment and connection to increase NHS Covid-19 vaccination uptake. This contract will be for a total of 4 months. This will involve a period of engagement activity from 21st April to 8th August 2022, plus a two-week period ending on 22nd August 2022, during which you must produce and submit an evaluation report.

The 10 priority wards where vaccine uptake is at its lowest have been identified and arranged into the Lots shown on the map and table shown below. We are seeking to award a contract to one provider per lot to work within their communities to generate demand for the NHS Covid-19 Vaccination Programme.

Tenderers may bid for one or more lots, with the value for each shown in the table above. Your application should clearly state how many Lots you are applying funding for. Providers may be awarded more than one Lot, and contracts may be awarded to multiple suppliers. The Council will be awarding one supplier per lot.

Lot A - Alum Rock, Aston Wards
Lot B - Soho / Jewellery Quarter, Holyhead
Lot C - Ladywood, North Edgbaston, Edgbaston
Lot D - Sparkbrook & Balsall Heath East, Sparkhill, Small Heath

Below are the proposal requirements and specification that must be fulfilled for each Lot by the provider.
a. Include approaches to deliver the project, including mechanisms for engagement of community members who are unvaccinated or have incomplete vaccine coverage.
b. Include activities that influence behaviour change around vaccination. These may include community events, training, and support to networks of community enablers.
c. Details of how data will be collected on participation in engagement and the impact on vaccine behaviour and beliefs and uptake in participants.
d. The provider(s) must tailor their approach to the local communities within each ward, have consideration of the legally protected characteristics and focus on working with those communities with the lowest uptake of vaccines.
e. The provider(s) must develop solutions which target the characteristics of heritage, age and experience listed above
f. Following the conclusion of engagement activities on 8th August, the provider(s) must produce a final Community Place Based Vaccination Action Report no later than August 22nd . The report must be set in size 12 Arial font with 2....
