Description
The Council is therefore seeking a Supplier to implement the licensed Pause intervention model http://www.pause.org.uk/aboutpause/model in Plymouth, so that women experiencing, or at high risk of experiencing, recurrent care proceedings will receive an offer of intensive bespoke support which has not previously been available to them through existing universal, early help or specialist services.
The Council is working in collaboration with Bridges Fund Management ('Bridges') to implement Pause via a social investment funding model. Bridges is a specialist sustainable and impact fund manager based in the UK http://www.bridgesfundmanagement.com/.
The Council and Bridges are acting as Co-Commissioners to procure a Supplier to deliver Pause within a contract known as a 'Social Impact Bond' (SIB). The SIB will be a tripartite contract between the Council, Bridges and the Supplier, within which Bridges will pay the service fee to the Supplier, and the Council will pay Bridges for the achievement of 2 primary outcomes:
1. Women 'pause' from pregnancy during the 18 months of the Pause programme. This outcome is considered of pivotal importance as it enables each woman to focus on herself - often for the first time in her life - and take control over her life, develop new skills and responses, and improve her wellbeing, resilience and stability. This break from pregnancy creates the space for women to pause, reflect, learn and aspire.
2. Women do not experience further care proceedings for a period of 3 years after 'enrolling' onto the Pause programme. This outcome will show that the support women have received through the Pause programme and during the follow-on 'post-Pause' period has enabled them to make sustainable life changes, creating the foundations on which they can move forward to build a more positive future and break cycles of poor long term outcomes, which can be trans-generational for some families.
