Description

The Department intends, subject to approval, to commission a project to develop and present research on potential clean technology applications for innovation pull financing in developing and emerging markets, under Official Development Assistance (ODA), as well as for mapping of the wider funding and implementation landscape in this space, to inform development of a concept for potential future work on climate innovation pull financing.
Objectives

Over-arching outputs and objectives of this research activity:

a. Objective 1 -Undertake research and prepare report on at least three clean energy climate pull finance exemplar case studies. These would be expected to dive into selected clean energy innovative solutions (technologies and/or business model applications) relating to the UK government's Ayrton Fund thematic challenge areas, such as Energy storage, Clean hydrogen, Clean Transport/critical minerals and Industrial Decarbonisation. This report would outline the case for specific innovation applications, and outline the role, structure and estimated spend required for a pull mechanism incentive, such as to enable the applications to reach a position of readiness for wide uptake in the given Official Development Assistance (ODA) eligible market aligned with climate and development benefits. Final selection of Case Studies are to be agreed with the Authority within one week following project kick off.

b. Objective 2 - Undertake research and prepare high-level report reviewing the landscape of the main sources (funders and implementers) of pull financing targeting clean technology-related innovation in ODA-eligible countries, providing gap analysis and recommendations.

c. Objective 3 - Present and, subject to agreement with the Authority, actively disseminate clear, well-evidenced reports, and a 1 hour presentation to Authority stakeholders.

This will be run as a below threshold open procurement. Dates in this Notice are subject to change and values are exclusive of VAT but inclusive of non UK taxes.
