REQUEST FOR INFORMATION ONLY The purpose of this Request for Information (RFI) is to support NHS Bolton Clinical Commissioning Group (CCG) to further develop the service model and to form a view of the best way to procure the service described below. This is not an Invitation to Tender (ITT). NHS SBS acting on behalf of NHS Bolton CCG are seeking information from Providers which will be used to help determine the commissioning approach for the Provision of Children and Young Person's Mental Health Service for the registered child population of the Bolton area aged 0 to 18 years or up to 25 years with a Special Educational Need or Disability (SEND). The CCG are seeking information relating to commissioning a high quality, evidenced based targeted service that will deliver a targeted early intervention service to meet the emotional and mental health needs of children and young people who have mild, moderate and severe needs in Bolton. This is based on the delivery of the Thrive Conceptual Framework and this model of liaison and consultation will be used to organise the provision of services to address the needs of children and young people with mental health problems, their families, carers and professionals providing access the most effective interventions. The CCG hope that the service will be child and family focused, and delivered within the context of a whole systems approach to ensure early identification, integrating working across the health and social care economy. The service will need to ensure that the least intensive intervention that is appropriate is typically provided first, with the ability to step up and step down between provision in order to best meet the changing needs and in response to interventions for children and young people. The model must ensure that intensive interventions are reserved for those children and young people at the highest level of need and who do not benefit from first-line interventions.
For the purpose of this RFI, the Affordability Threshold is estimated to be circa £2,500,000 per annum and it is envisaged that the Contract will be for a duration of 3 years with the option to extend for a further 2 years. Your RFI response will help the CCG to further refine the service specification as well as inform the potential benefits of competition to improve services with regards to meeting the needs of service users, improving quality, value for money and better integration without destabilising service provision. You are therefore encouraged to respond to all questions as fully as you can to evidence the relative benefits of a potential competitive process. Following receipt of the RFI documentation and the finalisation of the CCG commissioning approach, it is the CCG expectation that the procurement documentation will be issued within the next 6 months.
