Description

An integral part of the Industrial Strategy "Construction 2016 - 2020 is HM Government's Digital Built Britain (DBB) Strategy published in February 2015. The strategy brings together the Business and Professional Services Strategy, the Smart Cities Strategy and the Information Economy Strategy to provide a consistent vision regarding the creation of a high performing and transparent economy that efficiently delivers services to all its citizens.

DBB seeks to develop the next generation of standards (known as BIM Level 3) which aims to further improve efficiency by providing a more advanced data infrastructure, better management of transactions and the inclusion of performance information from sensors to optimise not only the delivery of the asset, but its operation and functional performance.

Building Information Modelling (BIM) is a process involving the generation and management of digital representations of physical and functional characteristics of places. BIMs are files (often but not always in proprietary formats and containing proprietary data) which can be extracted, exchanged or networked to support decision-making regarding a building or other built asset. Current BIM software is used by individuals, businesses and government agencies who plan, design, construct, operate and maintain diverse physical infrastructures, such as water, refuse, electricity, gas, communication utilities, roads, bridges, ports, tunnels, etc.

The Catapult is responsible for the undertaking of an independent BIM Level 3 industry consultation.

This consultation will include leading practitioners and thinkers formed into a Client Group and Extended Client Group and supplemented by future users, organisations with enabling technology and entrepreneurs seeking to develop opportunities from the findings. It will establish the state-of-the-art, share the challenge and provoke discussion in a combination of workshops and panel sessions, synthesise the outcomes and disseminate the outcomes through a variety of media spontaneously, through report and film, and as an input to the Strategic Outline Business Case (SOBC) for submission in April 2017 (this is out of scope of this procurement and is being commissioned separately).

The first stage of the Services required is to develop a strategic vision for the future of BIM that is founded from insight generated through a series of engagements with a Client Group consisting of industry experts, user groups and government departments and to produce a long list of future use cases. This vision and use cases are to be tested through conducting user research with some of the key actors in the identified industries.

The successful Bidder will deliver the Services by utilising multiple solutions to engage these actors.
