Description

***Please note this is not a call for competition, this is a Prior Information Notice (PIN) for a requirement being run by the Department for Business, Energy and industrial Strategy (BEIS).***

The Department for Business, Energy and Industrial Strategy (BEIS) is commissioning a joint evaluation of two recently introduced energy policies: the Green Gas Support Scheme (GGSS) and the Green Gas Levy (GGL).

The GGSS aims to increase the amount of biomethane in the gas grid to help the UK meet its target of Net Zero carbon emissions by 2050. Biomethane is a low carbon alternative to natural gas which can be used to generate heat for buildings. Subsidies are paid to providers who produce biomethane, based on the quantity they inject into the gas grid. These subsidies are funded by the GGL, a new levy on fossil fuel gas suppliers.

BEIS is proposing an evaluation of both policies, comprised of process, impact and economic evaluation components. We anticipate a theory-based design, but welcome ideas for alternative approaches.

It is anticipated that this procurement will be issued against CCS DPS RM6126 Research and Insights. Interested suppliers should register with Crown Commercial Services for the CCS RM6126 DPS as soon as possible as the timescales for this are outside of the control of both BEIS and UK SBS.

The event will give potential providers an opportunity to find out more about the Green Gas Support Scheme and the Green Gas Levy. It will also feature a detailed overview of the proposed evaluation ahead of the launch of the ITT and details of the bidding process. We are keen to gather feedback from attendees on the suggested evaluation methodology, timings, and the proposed budget.
