Description
1. In collaboration with the Working Group on Effects, the EMEP programme provides scientific support to the Convention on Long Range Transboundary Air Pollution (CLRTAP). As the source of information on the emission, transport and deposition of air pollution, EMEP plays a major role in informing policy developments under the Convention.
2. The EMEP programme is coordinated by five programme centres and four task forces. The centres and task forces report annually to the EMEP Steering Body (SB), which oversees the EMEP programme and reports annually to the Executive Body of the Convention.
3. The EMEP SB is complemented by the Bureau of the EMEP SB. The Bureau is elected by the EMEP SB and meets with the representatives of the task forces and programme centres to make strategic proposals regarding the workplan and budget for EMEP.
4. The Authority intends to fund a Vice Chair to the EMEP Steering Body with a view to supporting the Chair to the EMEP SB with their responsibilities and communicating any policy implications to Defra.
Scope/Requirement
5. The full scope of activities to be undertaken will be discussed and agreed with the EMEP SB Chair and the Authority. Activities for the Vice Chair are likely to include:-
a. Developing and delivering the EMEP strategy
b. Management of the EMEP work plan
c. Management of the EMEP budget and allocation to the taskforces
d. Meetings with Defra to update on work of the EMEP SB.
6. Particular attention and time should be dedicated to monitor and nderstand
developments within the EMEP work which directly relates to the revision of the amended Gothenburg Protocol, and to advise Defra officials.
7. UK funding of the Vice Chair to the EMEP steering body is for one year so that the Contractor can complete their second term as Vice-Chair.
8. The time input of the Vice Chair is estimated to be 24.5 days per year to enable the Vice Chair to prepare for and attend key EMEP meetings and report to the Authority.
9. The Contractor will attend annual meetings (physical or virtual) of the EMEP Extended Bureau (March), EMEP SB/Working Group on Effects (September) and relevant Task
Forces.
10. It is anticipated that the Contractor will be required to attend small and focused meetings with the EMEP Chair and other Vice Chairs at various times over the year to undertake planning for the months ahead.
11. The Contractor will agree with the EMEP Chair and the Authority which Task Force
meetings to attend but attention should be given to the work of Task Forces that will play a particularly significant role in the review of the amended Gothenburg Protocol.
