Description

The Council requires a supplier for the provision of creating a Reopening High Streets Safely Consumer Marketing Campaign.

Birmingham has been granted funding under ERDF Reopening High Streets Safely Fund to support the safe reopening of high streets and other commercial areas. The money will allow Birmingham to put in place additional measures to establish a safe trading environment for businesses and customers, particularly in high streets, through measures that extend to the end of March 2021.

A proportion of this funding is to develop a communications and public information campaign to ensure that reopening of local economies can be managed successfully and safely. The activity needs to cover all parts of Birmingham which includes the 12 Business Improvement Districts (BIDs), areas within the Urban Centre Framework where there are no BIDs, plus other areas (this can be up to 22 areas subject to each area agreeing to adopt the creative).

There are 22 areas across Birmingham, 5 of which are based in Birmingham city centre. Target audiences across all areas will differ, the city centre areas will need the campaign to attract national and local customers. The suburban areas will be targeting local shoppers. The campaign messaging needs to be adaptable across all audiences and demographics.

The primary objective of this campaign is to develop a consumer marketing campaign which can be adopted by all areas across Birmingham. The campaign must drive footfall to the relevant areas and also relay safety messages.

The successful provider will provide the following as part of their proposal
- Visual of campaign messaging
- The first phase of the campaign will need to be delivered pre-Christmas, therefore a timeline of all required deliverables is needed.
- Flexibility is required on campaign roll out as the media plan has not been finalised yet

This contract will be for a period of 5 months commencing 26/10/2020 until 26/03/2021.
