Description
NHS Trafford Clinical Commissioning Group (CCG) in their capacity as Lead Commissioner on behalf of NHS Bolton CCG, NHS Bury CCG, NHS Heywood, Middleton and Rochdale CCG, NHS Oldham CCG, NHS Salford CCG; NHS Stockport CCG and NHS Tameside and Glossop CCG, are seeking bids to secure additional capacity for the Provision of an Assisted Conception Service ("the Service"). The philosophy underpinning this Service is that patients are able to access a service that offers:
• Additional patient choice;
• A quality, safe, cost effective tertiary fertility service;
• Provides a personal service that is sensitive to the physical, psychological and emotional needs of service users;
• Ensures effective communications between service users, service providers and commissioners;
• Ensures that service users/their families and carers/representatives are involved in service review, evaluation and development;
• Understands and continuously and demonstrably improves the experience of care (service users and carers/representatives). Ensures that staff act on feedback and are responsive to the needs and opinions of service users;
• Develops and implements a data collection and monitoring processes which provides fertility services intelligence to support the future commissioning of fertility services across Greater Manchester.
The CCG wishes to commission 3 Providers and the contracts for this service will be awarded on a zero value contract basis, i.e. no upfront investment by the Contracting Authority is available and there will be no guaranteed minimum activity or funding levels. The contracts will run from February 2020 to January 2023 with an option to extend for 3 years. There is an indicative budget of £4,265,000 for the full potential 6 year contract period. This may be subject to variation due to the following factors;
• policy updates at each CCG which revise the number of CCG funded cycles;
• option for the remaining Greater Manchester CCGs (NHS Wigan Borough CCG and Manchester Health and Care Commissioning) to become part of the participating group of CCGs;
• increased activity levels as a result of any updates to the agreement for the supply of acute services between Manchester University NHS Foundation Trust and the participating CCGs.
The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the "Regulations"). As such, the procurement of the Service is being run as a bespoke, single-stage application process akin to the Open Procedure. NHS Trafford CCG does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 services.
