Description

This framework is for the construction, adaptation and conversion of emergency accommodation. Eligible contracting authorities may call upon house builders and associated contractors for the provision of design and build projects; or construction only where the design is provided; and/or associated works and related activities independently, to maintain, repair or facilitate and manage construction.

Emergency homebuilding means providing secure, well designed accommodation for displaced residents, such as individuals and families with dependency needs. This may entail detailed safety requirements, as well as awareness and management of the local community and environment.

Lots will be divided according to the value of the projects. This is to engage with the best Contractors for each size of development, utilising SMEs where this provides the best quality and value for money.

Any organisation, or consortium, can apply to be a supplier if they can deliver all of the required works. The scope of works includes but is not limited to:

• Homebuilding
• Design & Build Projects
• Property Maintenance & Repairs
• Conversions
• Building Surveying
• Planning Permissions
• Phasing Strategy
• Site investigation works
• General Trades
• Civil Works
• Landscaping
• Flooring
• Roofing
• Doors /Windows/Glazing
• Plumbing
• Mechanical Engineering
• Light Infrastructure
• Parking Surfaces
• Painting and Decoration
• Installation of Services (Water, Electricity, Gas)
• Planning
• Locksmith

A list of eligible contracting authorities that may use this framework is available with the procurement documents, which will be published with the ITT. It includes central government departments and their arm's length bodies and agencies, non-departmental public bodies, NHS bodies, local authorities, registered providers, health, police, fire and rescue, education, charities and devolved administrations.

It is not mandatory for Suppliers to cover this entire region. Terms and conditions will apply but it is not obligatory to bid for and accept jobs outside of an area of operations. Contractors will be able to elect whether to participate in calls for further competition. There is also a mechanism for direct award, with terms outlined in the full tender documents.
