Description

KCC is the statutory Authority responsible for the delivery of a Highways Transportation and Waste (HTW) Service for the residents of Kent (excluding Medway). The purpose of our Highways Asset Management service unit is to inspect and maintain the highway, balancing asset management principles and local needs to keep them safe, we co-ordinate all activities on the highway to minimise disruption to all road users.
KCC owns and maintains a substantial highway network. The Highways Asset Management team is responsible for managing our pavement assets which, being by far the largest asset group, form a key part of the network. KCC's pavement assets include carriageways, footways and cycleways, but not public rights of way.
KCC want to ensure that we achieve the best value and long-term condition outcomes for our pavement assets from the finite resources we have available for maintenance and renewal. To do this, we need to understand the condition of our assets to allow us to target our planned renewal and preservation works at the locations where we will deliver the most value. This is achieved by regularly surveying the condition and skid resistance of our pavement assets, then using the results of these surveys to identify the sites where we are likely to achieve the best outcomes.
This contract covers the collection of SCRIM, SCANNER and CVI survey data, and provision of a gateway system to host and analyse survey data. The provision, management and maintenance of this system is critical to processing and analysing the raw survey data.
