Description

Ealing Council has been allocated £4.783m from the Department of Business Energy and industrial Strategy (BEIS)  under the Green Homes Grant Local Authority Delivery (GHG LAD) scheme to deliver a minimum of 400-700 energy efficient retrofits in the following participating boroughs, including Ealing: London Borough of Brent, London Borough of Hammersmith and Fulham, London Borough of Harrow, London Borough of Hounslow, London Borough of Lambeth and Royal Borough of Kensington and Chelsea, by 31st March 2021.   The primary purpose of the GHG LAD is to raise the energy efficiency rating of low income and low EPC rated households (those with E, F or G ratings). The Boroughs' agreed approach is to retrofit homes by providing a Whole House Retrofit Plan for each eligible property and to install energy efficiency measures. The Council is seeking a Delivery Agent to manage the full delivery of the energy efficiency retrofit programme across the Boroughs.

While the initial allocation for the Scheme is £4.783m; there is potential that the Council and its Partners will secure further funding (Phase 1b: up to a further £4.5m and Phase 2: up to a further £10m) which would potentially increase the scope of the works and the time for delivery to the end of the 2021 calendar year. The Council intends that, should further funding become available and subject to approval by the Council and the participating London Boroughs, the additional works thereby arising and which will be required to be delivered under the scheme may be procured under the Contract on the same terms and conditions and pricing model as the original Contract without further competition.
