Description
The University of Wolverhampton is seeking to establish a framework of suppliers for the provision of External Relations Management services. The requirement is split into three (3) lots. Bidders can apply for more than one Lot.
Lot 1 - Media Buying and Creative will be awarded to a single supplier.
Lot 2 - Video Production Services will form a framework of a maximum of four (4) suppliers. Each call off Contract will be awarded via mini-competition.
Lot 3 - Promotional Products will be awarded to a single Supplier. However where the first-placed Supplier does not have the capacity to fulfil the works required in the timescales requested, the University will appoint the second ranked Supplier to fulfil such particular Work Orders.
Call-off for the services required under Lot 2 will be conducted by further competition. The criteria for the award of each call off Contract will be based on specifics for each project e.g. cost, programme, capacity, turnaround time for completion etc.
This Agreement will be available for use by other Public Bodies in Wolverhampton and Partner Authorities in the West Midlands Combined Authority, including but not limited to, City of Wolverhampton Council and Royal Wolverhampton Hospital Trust.
It is envisaged that this Framework agreement will be let for a period of three (3) years (with an option to extend for up to a further 1 year (subject to satisfactory performance and agreement by both parties). The Framework/Contract are expected to commence 1st February 2020.
The Qualification section will be assessed on a pass/fail basis in accordance with the standard qualification questions implemented by the Crown Commercial Services (CCS)/Cabinet Office.

The Tenderers in each Lot must have a Credit Safe Score of ≥30.
Lot 1 - Media Buying and Creative;
- The successful Contractor must have a minimum of £5m Public Liability Insurance
- The successful Contractor must have a minimum of £5m Employers Indemnity Insurance
- The Tenderer must have a minimum annual turnover of £1.5m
Lot 2 - Video Production;
- The successful Contractor must have a minimum of £2m Public Liability Insurance
- The successful Contractor must have a minimum of £5m Employers Indemnity Insurance
- The Tenderer must have a minimum annual turnover of £170K
Lot 3 - Promotional Products;
- The successful Contractor must have a minimum of £5m Public Liability Insurance
- The successful Contractor must have a minimum of £5m Employers Indemnity Insurance
- The Tenderer must have a minimum annual turnover of £188K
