Description

The Secretary of State for Environment, Food and Rural Affairs (Defra), wishes to let two contracts to manage local air quality management (LAQM) in the UK:
- Lot 1 - Coordination and technical support for LAQM
Management and coordination of Contractors appointed to LAQM Report Appraisal contract
• Helpdesk
• Websites (LAQM (including RSW) and AQMA )
• Maintenance of LAQM tools and Guidance
• Ad hoc advice and support for Defra, DAs and GLA
• Local authority nitrogen dioxide diffusion tube QA/QC support
- Lot 2 - LAQM report appraisal
Appraisal of Review and Assessment and Action Planning documents
• Database and archive of data and reports
• Evaluation of local measures being taken to improve AQ
• Transfer of data to the Contractor appointed to Coordination of and support for LAQM for LAQM website content
• Provision of data for Site Suitability Assessment
• Ad hoc support to the Authority, GLA and DAs

Lots 1 and 2 will cover the whole of the UK and will involve the Scottish Government, the Welsh Government, and Department of Agriculture, Environment and Rural Affairs (Northern Ireland); collectively known as the Devolved Administrations (DAs), as well as the Greater London Authority (GLA). However, the contract is let by the Authority on behalf of Central Government, the DAs and the GLA.

The Contracts will commence on 1st May 2017 for a period of eighteen (18) months and will include a handover period with the current contractors of not less than one (1) month (between the period 01/05/17 to 31/05/17). There will be an option to extend the Contracts by up to a further twenty four (24) months. (For the avoidance of doubt, no Contract charges shall be payable by the Authority in respect of the handover services during the handover period. The Contractors will be responsible for their costs). Any new Contractors will take over full running and operation of the Networks from 1st June 2017.

The Authority invites both individual contractors or consortia to tender for these contracts, providing the individual expertise of consortium members meet the specific requirements of the contract. The Authority also invites bidders to make a joint bid for both contracts
