Description

As part of the Norwich City Council's statutory obligations, it must provide a range of accommodation assistance for disadvantaged and vulnerable sectors of the community who have in one way or another become homeless.
These include:
o Families.
o Persons with chaotic issues.
o Single persons.
o Persons with a disability.
o Single male only accommodation

Under part 7 of the Housing Act 1996 as amended in 2002, the requirement that all of the accommodation, with the exception of emergency placements which would be for one night only, are to be self-contained units catering for single person/s and families (usually a maximum of 2 adults with 3 children).

There is also need for some of the single occupancy sites to have daily monitoring in the form of visits for vulnerable clients.

The need for accommodation is variable, with an average of 10 - 15 units needed at any one time.

There is a requirement by the council to ensure 24 hour, 7 days a week emergency provision of temporary, interim accommodation. The providers will need to be able to supply emergency accommodation outside NoCC normal working hours (09:00 and 17:00, Mon to Fri except Bank Holidays) as and when required.

The planned start date for the contract is 08/01/2018. The contract is offered for 3 years with an option to extend for up to a further 2 years (1 year at a time beyond this).
