Description
In 2019 Kingston Council passed a motion on combating the Climate Emergency and reduction in local carbon emissions as a political priority of the ruling administration. The Kingston district heating network, if it achieves full potential, is likely to be the largest carbon saving measure initiated in this current council term (2018-2022).
Thames Water has agreed with the regulator to achieve a set minimum target of carbon savings from its operations. It is also considering the commercial possibilities of exporting zero or low carbon heat from its sewage treatment sites.
Kingston Hospital Trust has carbon emission targets and has indicated that they may wish to buy low carbon heat from an external source to assist in achieving them, if this is viable.
The project is intended by Kingston Council to deliver a number of outcomes in relation to economic and environmental efficiency as well as to support housing delivery and regeneration in Kingston. The Kingston Plan (2008-2020) set out a collective vision for the future, with a number of specific actions and objectives to achieve this. These are outlined in the Strategic Outline Case, in the suite of the documents accompanying this scope. A new Kingston Plan and Energy Plan are currently being drafted, this will reflect the Council's adoption of the Climate Emergency motion in 2019.
