Description
NHS Hull Clinical Commissioning Group (CCG) has commenced a review of its commissioning arrangements for the provision of Non-Emergency Medical Transport Services.
The service will provide a safe, high quality, dignified and cost effective service user centred non-emergency medical transport service solution that will manage and deliver all non-emergency medical service user journeys (requiring both medically equipped and non-medical vehicles) for eligible service users. The service will support and be responsive to hospital discharge requirements.
The service will be expected to operate robust systems to ensure the service is available to eligible service users who are registered with a Hull GP or living in Hull but not registered with a GP.
The service will be required to:
• Ensure service users with a medical need receive a professional, responsive and high quality transport service that meets their needs whilst providing effective service delivery;
• Ensure each service user reaches their destination in comfort, without detriment to their medical condition and on time for their appointment;
• Ensure service users' equity of access to healthcare;
• Deliver measureable improvements in service user experience;
• Deliver value for money in the managing and delivery of non-emergency medical service user journeys;
• Provide fit for purpose vehicle solutions and levels of care to meet the varying clinical needs of service users;
• Satisfy the CCG responsibility for the provision of suitable transport for eligible service users.
NHS Hull Clinical Commissioning Group would like to request that Providers share their views and experience of Non-Emergency Medical Transport Services.
It is the intention that formal procurement activities will commence in July 2016.
All Providers are invited to participate in this request for information including Providers currently in the non-emergency medical transport service market or considering a move into the market within the Hull geographic area.
The views of Providers will be highly valued and will be used to inform the service specification.
Please note that NHS Hull Clinical Commissioning Group will not reimburse any cost to any Provider for participating in this RFI.
